Updated 1 November 2026. Based on HubSpot's knowledge base articles on graymail, marketing contacts and billing, checked on this date.

Two different things: unengaged and non-marketing
HubSpot has two independent switches, and most "inactive contacts" questions are confusion between them.
Scroll for more → On small screens, choose cards for wide tables.
| Switch | What it controls | Who sets it | Cost effect |
|---|---|---|---|
| Unengaged (graymail) | Whether a marketing email is sent to the contact when "Don't send to unengaged contacts" is on | HubSpot, automatically, from Sends since last engagement | None |
| Marketing / non-marketing | Whether the contact counts toward your marketing contact tier and can receive marketing email at all | You (bulk edit, workflow, import default) | Full: only marketing contacts are billed |
A contact can be unengaged and still billed, or non-marketing and therefore unbillable but also unmailable. The clean-up sequence is: decide who you will never market to again → set them non-marketing → run graymail suppression on the rest → revive the engaged-before tier deliberately.
How HubSpot decides a contact is unengaged
HubSpot's knowledge base ("Understand graymail and avoid sending email to unengaged contacts") defines the rule:
- A contact who has never opened or clicked a marketing email is unengaged after 11 sends.
- A contact who has engaged before is unengaged after 16 sends without an open or click.
- The counter is the contact property Sends since last engagement. It increments on every marketing email sent, "regardless of tracking settings," and resets when the contact opens or clicks.
- An unengaged contact who opens or clicks "will be recategorized as engaged."
- HubSpot retains engagement history, so deleting and recreating a contact does not reset the count.
Two things to know. First, the rule counts sends, not time: a monthly sender takes more than a year to flag a contact, a daily sender under three weeks. Map the thresholds to your own cadence before deciding whether HubSpot's definition is stricter or looser than the inactivity windows in the sunset-policy guide. Second, opens count as engagement, and Apple Mail's privacy proxy records opens no human made (roughly half or more of recorded opens in 2026 estimates), so some "engaged" contacts are Apple servers. HubSpot notes that when open and click tracking are not active, graymail suppression is less accurate.
Graymail suppression: default on, per-email off
- The checkbox Don't send to unengaged contacts appears in the email's recipients step and is on by default.
- To send to unengaged contacts on purpose (a re-permission email, for example), HubSpot's guidance is to clone the email, turn the setting off on the clone, and send it to a segment of those contacts only. Do not switch it off on your regular sends.
- Changing the account default is available on Marketing Hub Starter, Professional and Enterprise.
Build the segments you need as active lists:
- Unengaged, never engaged: Sends since last engagement is greater than or equal to 11 AND Marketing emails opened is 0 AND Marketing emails clicked is 0.
- Unengaged, engaged before: Sends since last engagement is greater than or equal to 16 AND (Marketing emails clicked is greater than 0 OR Number of form submissions is greater than 0 OR a deal association exists).
- Reactivation candidates: list 2, with a click, form submission or deal in the last 36 months and marketing contact status = marketing.
Property names follow HubSpot's default contact properties; check your portal if custom properties exist.
What you pay: marketing contacts and the update date
HubSpot's billing rules ("Understand marketing contacts billing"):
- "Only marketing contacts count toward your contact tier and impact the cost of your subscription."
- Setting contacts to non-marketing takes effect on the update date: the renewal day of the month for monthly subscriptions, the first of the month for annual subscriptions. Until then the property Marketing contact until next update shows "Yes."
- Removing marketing contacts does not downgrade your tier automatically; "you will stay in the upgraded tier until your subscription's next renewal date."
- Defaults by source: the import tool, chatflows, integrations and API calls create non-marketing contacts; forms create marketing contacts.
Three ways to set contacts as non-marketing: the Clean up contacts flow on the Usage & Limits page; bulk selection on the contacts index page (More → set as non-marketing); or a workflow with the Set marketing contact status action set to "non-marketing," which is the right tool for an ongoing rule (for example, unsubscribed from all email OR hard bounced OR unengaged with no click ever → non-marketing).
Plan prices on hubspot.com on 1 November 2026: Marketing Hub Starter from $20 per seat per month (promotional "starts at $7" shown) with 1,000 marketing contacts; Professional from $890 per month ($800 on annual billing shown) with 2,000 marketing contacts, 3 seats and a $3,000 onboarding fee; Enterprise from $3,600 per month with 10,000 contacts. Additional marketing contacts are sold in blocks; HubSpot's page does not print the block price, and third-party trackers on the same date give about $50 per 1,000 for Starter and $224–250 per 5,000 for Professional. Use HubSpot's price calculator for your tier.
Worked example: a Professional portal with 30,000 marketing contacts of which 6,000 are unsubscribed or bounced and 9,000 are unengaged with no click ever. Setting the 15,000 to non-marketing removes three 5,000-contact blocks from the next renewal, roughly $675–750 a month at the third-party block prices, with no revenue at risk because none of those contacts can or will be mailed. The 9,000 unengaged contacts who clicked before are the reactivation candidates and stay marketing until the stream has run.
Size the saving and the recoverable revenue with your own numbers: the dormant email list value calculator takes list size, dormant share and your per-contact cost. Open the calculator →
Reactivate, suppress, or set non-marketing: the decision table
Scroll for more → On small screens, choose cards for wide tables.
| Segment | Action | Timing |
|---|---|---|
| Unsubscribed from all email | Set non-marketing by workflow | Before the update date |
| Hard bounced | Set non-marketing by workflow; keep the record | Before the update date |
| Unengaged, never clicked, created 6+ months ago | One re-permission email (clone with suppression off, sent in daily batches), then non-marketing for non-responders | After one send cycle |
| Unengaged, clicked or converted before, quiet 6–36 months | Reactivation stream (1/30 per day with stop conditions), then sunset for non-responders | 30–45 days |
| Unengaged, deal associated or customer | Keep marketing; route to account-based or transactional communication | Review quarterly |
| Non-marketing by import default but actually consented | Set marketing deliberately, in batches, with consent evidence | As needed |
Reviving unengaged contacts inside HubSpot without migrating
- Eligibility. Build the "engaged before" list above, restricted to contacts with a documented consent source (Legal basis or subscription status) and a click, form or deal in the last 36 months.
- Scan. Export the list and run it through a verification and trap scan; HubSpot suppresses hard bounces after the fact, not before.
- Daily cohorts. Set a custom property
revival_day(1–30) on import of the scanned list and create one active list per day's cohort, or a single list with a rotating condition. - Send with suppression off, on a clone. Per HubSpot's own guidance, clone the re-engagement email, turn off "Don't send to unengaged contacts" on the clone, and send to the day's cohort only.
- Stop conditions. Hard bounces above 2% of a cohort → stop; complaints at or above 0.10% → pause 48 hours; 0.30% → stop; authentication failure → stop. HubSpot's email performance report shows bounces and spam reports per send.
- Measure. Freeze the cohort as a static list on day one; read clicks, form submissions and deals at 45 and 90 days.
- Then clean up. Non-responders go to the sunset flow, then to non-marketing by workflow before the next update date.
The method is the same as in the dormant list reactivation playbook; only the clicks differ.
Deliverability notes specific to HubSpot
- HubSpot sends from shared IPs by default (dedicated IPs are an add-on). Connect and authenticate your sending domain (DKIM, SPF via HubSpot's email sending domain, DMARC on your own DNS) so Gmail, Yahoo and Microsoft see an aligned From domain; the sender-requirements tracker has the thresholds.
- HubSpot itself publishes guidance on cleaning lists and on repairing sending reputation; its graymail suppression is a reputation tool first and a cost tool second. Use both switches for what they are.
FAQ
What does "unengaged contact" mean in HubSpot? A contact who has never engaged and ignored the last 11 marketing emails, or who engaged before and ignored the last 16. The counter is Sends since last engagement; an open or click resets it.
Are unengaged contacts still billed? Yes, if their marketing contact status is "marketing." Unengaged status does not change billing. To stop paying, set the contact to non-marketing; the change applies on your next update date.
How do I send to unengaged contacts? Clone the email, turn off "Don't send to unengaged contacts" on the clone, and send it to a segment of those contacts, in daily batches. Do not turn the setting off on regular sends.
Should I delete unengaged contacts? No. Set unsubscribed, bounced and never-engaged contacts to non-marketing; keep the records. Delete only on a data-subject request or under a retention policy.
Why am I paying for contacts I imported? Imports default to non-marketing, so usually you are not. Forms default to marketing, so form-generated contacts who never engaged are the ones to review.
Do unsubscribed contacts count toward my marketing contact tier? Yes, until you set them to non-marketing. A workflow that sets unsubscribed-from-all and hard-bounced contacts to non-marketing keeps the tier clean automatically.
